Setup YAPC::NA 2014 test site

Hi,

We'd like to get going setting up the YAPC::NA 2014 test website. We'd like the unix account to be setup as yapcna. You can seed the authorized_keys file from `grep toddr /home/aironz/.ssh/authorized_keys`. 

2014's production website will ultimately be http://www.yapcna.org/yn2014/

Additionally, please transfer and change ownership of the yn2013 test site over to the new yapcna account.
