[Act] New conference: osdc2015no

Hei!

Oslo.pm is looking at organizing a Nordic Perl Workshop in Oslo next year, 
that is also an OSDC. Co-located, with different communities helping with the 
organization.

There are still lots of details left to decide (including the conference 
concept and name), but I hope that we can go ahead anyway-

Could you please set up an "osdc2015no" Act instance for Oslo.pm?
