[Act] Prepartion of SPW2017 site for testing

Hi all,

First of all, thank you very much Sébanstien and Laurent for your effort to have now a running and stable act server again! 

For the Swiss Perl Workshop 2017, can you please prepare us a testing site based on the production SPW2015 site? (Yes, 2015, as 2016 we had an Alpine Perl Workshop together with our friends from Austria.)

And add me "rba" (user/174) as admin, please.

BTW. We like to use payement type "delayed" again.
