[Act] Garbled Non-ASCII characters in the Wiki

I have now tracked this down to a misunderstanding between Wiki::Toolkit
and DBD::Pg - there's nothing the Act software can do about it.  I have
submitted a Pull Request to Wiki::Toolkit:
