[Act] ACT Instance for Perl & Koha 2023

Hi!

Andreii tried to get an ACT instance for https://perlkohacon.fi/

He talked with Max, Sören and Harald at the German Perl Workshopt, and
would accept the various limitations of ACT (and could probably also
spend some work on ACT), as long as we get a site up and running ASAP
(becauce the conference will happen in August, which is quite soon).

(And he hes a lot of experience working with old code, as he's a Koha
developer :-)

So would it be possible / sane to get an instance?
