[Act] Act! Instance for GPW2027

Hi Max,

This is done.

test site: https://test.mongueurs.net/gpw2027/
prod site: https://act.yapc.eu/gpw2027/

I used gpw2026 as base, and change 2026 into 2027 in act.ini and
README.md only.

Let me know if there is anything wrong.
