[Act] New Act site for SPW2018

Hi Roman,

It's done.
Repo is git at github.com:Act-Conferences/spw2018
Branch master is for the test site
Branch production is for the "production" site
Compare to spw2017, I juste replace 2017 with 2018 in act.ini
