[Act] Act help

Hey JJ

I see nothing in the config that would explain this - as you say it's the
same as the 2024 config other than the moniker and date parts.

500 server errors from ACT are usually a sign of a sick mod_perl worker and
we need the ACT devs to give it a kick, I have CC'd them.
